EMT Valencia has announced the creation of two new circular lines, the C9 and C23, which will connect all the neighborhoods located south of the Turia River with the city center.
These lines, part of the 2025-2030 Master Plan, are planned to facilitate direct access to the center, improve inter-neighborhood connections, especially with els Pobles del Sud, and cover areas that until now lacked regular service, such as Avenida del Doctor Waksman or Calle del Bombero Ramón Duarte.
They will be created from the merger and modification of lines 13 and 23.
These improvements are in addition to the recent presentation of the new line 45, which will connect Ciutat Fallera with Natzaret crossing the entire city.
Line C9: connection to the Roig Arena and Central Park.

Line C9 will run through the southwest and southeast neighborhoods of Valencia, with a frequency of 8 minutes and 18-meter articulated buses due to the expected high demand.
Planned route of line C9:
- Center of Valencia
- Jesus neighborhood
- Patraix
- Sant Marcel-lí
- Sociópolis
- Forn d’Alcedo
- Castellar-l’Oliveral
- Font d’En Corts race
- Roig Arena (new multipurpose pavilion)
- Doctor Waksman Avenue
- Access to the center from the side of the Central Park (Filipinas and Gibraltar streets).
This line will also improve the service in the western area of the Quatre Carreres district and facilitate access to health centers and hospitals of reference.
Line C23: coastal connection and Pobles del Sud with the center.

Line C23 will link several urban centers of Pobles del Sud, with an estimated transit time of 30 minutes, which is an improvement over the current service.
Planned route of line C23:
- Forn d’Alcedo
- Castellar-l’Oliveral
- Pinedo
- La Punta
- Russafa
- Montolivete
- Fonteta de Sant Lluís
- Back to Forn d’Alcedo
In addition, the C23 will restore the connection between the city center and Escultor Capuz street, through Hernán Cortés and Joaquín Costa. Service will also be restored between Tremolar, Castellar, Pinedo and La Punta, thus benefiting residents of the entire southern area.
The implementation of lines C9 and C23 will entail a partial reorganization of the network, such as the reinforcement of lines 24 and 25 (Pinedo, El Saler, El Palmar, El Perellonet), which connect with l’Albufera and the south coast, or the extension of the service of line 18, between Malilla, the universities and els Pobles de Nord, or lines 31 and 32 with the maritime area.
