If you are under 35 years old and you are thinking of becoming independent with your first home in a Valencian municipality, the Generalitat Valenciana has launched an interesting initiative that could facilitate your entry. It is a direct aid of up to 10,800 euros for young people who buy a house in towns with less than 10,000 inhabitants and at risk of depopulation.
However, in order to access this financial aid, it is crucial to meet a series of economic requirements. One of the most important is the annual income limit.
According to the regulatory bases published by the First Vice-Presidency and Regional Ministry of Social Services, Equality and Housing, applicants must not exceed three times the annual Public Indicator of Multiple Effect Income (IPREM), although the document includes some exceptions that would extend this amount.
What is the IPREM in 2025?
The IPREM (Indicador Público de Renta de Efectos Múltiples) is an index used in Spain to determine the amount of various social aids and benefits.
Taking into account that the annual IPREM for 12 payments currently stands at 7,200 euros, this means that the maximum income limit to be eligible for the 10,800 euros of aid is 21,600 euros per year, distributed in 12 payments.
Other requirements of this aid to buy a home in the Comunitat Valenciana.

In addition to this economic requirement, young people interested in the aid must be under 35 years old and not be owners of another home. The home to be purchased cannot exceed 120,000 euros and must be destined for habitual and permanent residence in a municipality with less than 10,000 inhabitants.
The Generalitat will finance up to 20% of the purchase price, with a maximum of 10,800 euros.
It is important to remember that the aid will not cover the expenses and taxes associated with the purchase, nor will it cover storage rooms and garages associated with the property.
The call to apply for these grants is not yet open, but the bases are already published in the Diari Oficial de la Generalitat Valenciana (DOGV).
Those people who have formalized the purchase of their home between October 4, 2024 and the deadline to be established in the future call will also be eligible for these subsidies. Even those with a purchase commitment formalized during that period for homes under construction will be able to apply for them once it is converted into a public deed.
This line of aid is compatible with other public subsidies for the same purpose, as long as the total sum does not exceed the purchase price of the home. It may also be temporarily combined with emergency rental aid to alleviate the damage caused by the DANA.
With 211 municipalities in the province of Valencia alone meeting the requirement of having less than 10,000 inhabitants, this initiative may be an opportunity for many young people looking to settle in quieter environments and with more affordable housing prices.
