The Valencia City Council will modify the sanctions and assumptions of the Municipal Ordinance of Cleaning before the Fallas 2026 to strengthen control over uncivic behaviors such as urinating in the street, the abandonment of belongings and any other that affects the cleanliness, public health and the protection of the historical-artistic heritage of the city.
The new regulation will establish fines ranging from 750 euros for minor infractions to 3,000 euros for those considered very serious.
The amount of the penalties will depend on the impact that these actions have on health, sanitation, personal safety and the environment, as will be regulated in the new text.
Among the behaviors that will be sanctioned with greater rigor are urinating on the public highway, abandoning furniture and household appliances next to containers, painting on protected buildings, accumulating uncontrolled construction debris, not picking up pet excrement and not cleaning up animal urine with adequate water.
Likewise, improper dumping of waste in places not authorized for this purpose will be penalized, in order to prevent the proliferation of illegal dumps.
The regulation also specifies penalties for conduct involving damage to protected heritage, and takes into account factors such as recidivism, the intentionality of the offender and the seriousness of the damage caused, including the impact on property of historical-artistic value.
The current Municipal Ordinance on Urban Cleaning was approved in 2009 and, after 16 years of application, the City Council considers it necessary to update it, it explains in a statement.
In particular, Title VII, which regulates the penalty system, will be modified to establish a more precise and effective regulatory framework against uncivic behavior.
